莱纳斯声称它的稀土只含0.16%钍。 这可是一个疑问,因为莱纳斯声称稀土来自澳洲Mt. Weld - 现在我们知道关丹的稀土提炼厂也将会处理来自马拉维的稀土。(www.infomine.com/index/pr/PA536540.PDF)

莱纳斯曾提到钍对稀土生产的比例是55:10,000。这意味着每10,000公吨的稀土生产,将产生55公吨的钍为副产品。

莱纳斯计划每年生产至少22,000公吨的稀土精矿。那不是意味着关丹每年得处理121公吨的钍?

55/10,000 x 22,000公吨 = 121公吨

这些钍产量肯定是一座庞大的钍山丘吧?

为什么关丹人得接受这种辐射性副产品?

为什么莱纳斯不把每年生产的121公吨钍废料运回澳洲?

为什么澳洲不肯回收这些放射性副产物,而马来西亚却必须接受呢?

莱纳斯进口马来西亚的稀土原料侥幸逃过了监控准绳和漏洞,被解读为非放射性物质。但经过提煉加工后的稀土,将遗留大量放射性副产品钍在关丹。

为何原子能執照局(AELB)總監会忽略稀土矿和其提炼后残留的尾矿是不一样的的事实!矿石可能含有0.16%的钍,但肯定的是其经过提炼后的废料可是纯粹的钍,。

停止莱纳斯!保护马来西亚。

It takes simple arithmetic to calculate the Amount of Thorium produced by Lynas as a by-product per year.

Lynas claims that its rare earth has 0.16%thorium. (Even this is questionable because that’s rare earth from Mt Weld as claimed by Lynas - now we know that LAMP will also be processing rare earth from Malawi in their refinery in Kuantan).

It has been mentioned by Lynas that the ratio of thorium to rare earth produced is 55 to 10,000. Meaning that with 10,000 metric tons of rare earth produced, there will be 55 metric tons of thorium as by-product.

LAMP plans to produce at least 22,000 metric tons of rare earth concentrate per year. Now wouldn’t that leaves Kuantan with 121 metric tons of thorium accumulated per year to deal with?

55/10,000 x 22,000 metric tons = 121 metric tons

That’s quite a small hill of thorium surely?

Why does Kuantan folks have to accept this radioactive by product?

Why does Lynas not ship back 120 metric tons of thorium per year back to Australia?

Why Australia does not want to accept the radioactive waste and Malaysia now have to accept it?

Lynas gets away with bringing the concentrated rare earth into Malaysia as non-radioactive material. Then after processing, the thorium as a radioactive waste by-product is left in Kuantan.

How can the DG of AELB miss the fact that the rare earth ore is not the same as the tailings after processing!!! The ore may have 0.16% thorium, but the waste product is surely thorium, as pure as can be.

STOP LYNAS! SAVE MALAYSIA.

Putting Lynas "On Hold" does not mean it is a STOP WORK order - 暂搁“莱纳斯”并不意味它是停工令!

MITI Minister said that it's on hold on issuing of the operating license and on hold for the importation of rare earth ore from Australia. Both of which does not have any impact or mean anything since both is due to happen only in September.

On the other hand, the Panel of experts will take one month to present their findings.. Thus will not hamper Lynas's progress in any way..

Minister said on friday 23rd April that MITI will appoint the panel of experts within 2-3 days. I have sent in a letter to Minister first thing on monday 25th April asking to discuss with MITI on the appointment of the panel of experts and for the whole process to be transparent. I have also asked to submit the signitories from the Concerned Citizens of Kuantan on "Stop Lynas" to the Minister.

I am still waiting for the confirmation of the appointment and have made myself available anytime this week.

So in the meantime, we have time to ponder what does it really mean by putting Lynas on Hold?

贸工部长宣布暂时不会发出前期营运执照(pre-operating licence)给澳洲莱纳斯(Lynas)稀土厂,以及不会批准任何稀土原料从澳洲进口到大马。但这两项补苴罅漏的措施并没有对厂方带来任何的冲击或代表什么,因为这两项措施只能在九月后才可贯彻。

另一方面,官方建议的“专家小组”将需时一个月来完成评估稀土厂设施完全符合国际公众健康与安全,环境污染标准的报告,因而这项建议也不会阻碍莱纳斯继续任何实质性的进展。

贸工部长在周五4月23日说贸工部将在2-3天内公布有关专家小组的人选。我已在周一4月25日第一时间写信给部长,要求跟贸工部讨论参与专家小组的委任, 并要求整个委任和评估过程是透明的。同时,我也要求递交关心关丹公民联署的请愿书迫切要求“停止莱纳斯”。

至今,我仍然等待贸工部长确认我的预约,我已腾出这个星期的任何时间准备会见部长。

因此同时,我们有时间去思考官方暂时搁置莱纳斯意味着什么和其真正的用意?

傅芝雅:對稀土業保留態度‧澳國會看法有異Lynas

(彭亨‧關丹15日訊)儘管Lynas強調來自澳洲的稀土元素,所含釷(Thorium)元素很低,但澳洲國會報告卻持有不同看法。

公正黨關丹國會議員傅芝雅沙烈指出,澳洲國會研究報告對擁有釷(Thorium)稀土元素的工業持有保留態度,並認為礦場、提煉過程及含有輻射放射性的廢料儲存,都將對環境帶來一定後遺症。

傅芝雅沙烈今日把這份報告書內容上載至其個人部落格,標題為“我們該相信誰――Lynas還是澳洲國會”(WHOM DO WE BELIEVE–LYNAS OR THE PARLIAMENT OF AUSTRALIA)。

傅芝雅沙烈指出,儘管Lynas一再強調來自澳洲韋爾德山的稀土元素,所含釷元素很低,但這說法卻有別於澳洲國會報告。

她表示,根據澳洲國會研究報告編號112007-08顯示,澳洲釷稀土元素的主要原料是獨居石(mineral monazite),而這種褐紅色的磷酸鹽礦物,含有8至10%的釷稀土元素。

每年輻射性廢料可達2200吨“以Lynas每年準備提煉2萬2千吨的稀土目標來計算,被殘留在格賓工業區的釷將介於1千760吨至2千200吨,而這就是Lynas每年在格賓所生產的輻射放射性廢料數量。”

此外,她也摘要部份報告內容,指澳洲雖然是世界擁有最多釷稀土元素的國家,但該國仍然因為無法解決技術性問題,而未能讓釷燃料循環(Thriumbased fuel cycle)普遍化。

她說,澳洲政府甚至在有關研究報告上總結,就算有關技術性問題能夠獲得解決,但礦場、提煉過程及含有輻射放射性的廢料儲存方面,都將對環境帶來一定後遺症。

回應傅芝雅要求 - 澳拒輻射廢料運回國

澳洲政府已在國會表態,不會接受Lynas把放射性廢料運返該國處置。

澳洲綠黨國會議員羅賓察伯爾,是日前在澳洲國會裡向礦物及石油部長提問,澳洲政府是否會順應關丹人民要求把稀土提煉後的放射性廢料運返該國時,作出上述回應。

澳洲政府在有關課題的回應,已張貼在公正黨國會議員傅芝雅沙烈的部落格上。

澳洲政府在書面回應羅賓察伯爾提問時,直截了當地表明不會順應傅芝雅的要求,原因是該國不會同意進口或儲存,任何來自其他國家且含有輻射的放射性廢料。

專家偵測稀土處安全水平

另一方面,馬來西亞核子機構、原子能執照局專家昨日也在彭亨州立法議會,即場偵測包括稀土在內的各種礦物,以證明稀土所含輻射成份比大自然礦物來得低。

其中,原子能執照局執照組主任哈斯馬迪哈山,就以儀器偵測了Lynas的稀土及廢料樣品,顯示結果是0.2微希的安全水平。

當他再以儀器偵測本地錫礦樣品的輻射時,卻顯示了安全水平的7微希。

澳講師質疑澳稀土含釷低 - “說法圖淡化課題”

另一方面,澳洲蒙納斯大學環境工程系高級講師葛溫馬特博士指出,如果說來自澳洲的稀土含有低成份的釷,那只是“企圖淡化這課題”的手法。

葛溫馬特的談話是由傅芝雅沙烈貼在其部落格,以反駁Lynas公司稱稀土里的釷原素,遠比紅泥山亞洲稀土廠所提煉的低了50倍。

此外,葛溫馬特也對Lynas提供員工暴露在輻射環境下的低數據表示質疑,並表示他預期更高的數據。
“重點是,這些含有放射性的廢料,將是不斷累積及增加的。”

不贊同格賓工業區建稀土廠‧關丹華團將呈書首相

(彭亨‧關丹15日訊)關丹華人社團聯合會將會向首相拿督斯里納吉提呈備忘錄,傳達關丹華社不贊同格賓工業區興建稀土廠的心聲。

關丹華團聯合會會長拿督周良今日向星洲日報表示,華團將會儘快準備好有關的備忘錄,以便能夠在最短的時間內提呈予首相。

他說,關丹華團屬下55個屬會,至今已有38個屬會簽名,反對格賓工業區建稀土廠的計劃。

“我希望能夠收集反對這項計劃的屬會簽名,集合大家的力量,向首相反映關丹人民的擔憂。”

他說,關丹華團執行理事會是於月初開會,議決向首相提呈反對稀土廠備忘錄。
“華團已向所有的屬會發函通知,希望至今還沒回復的屬會能夠及早給予答案。”

WHOM DO WE BELIEVE – LYNAS OR THE PARLIAMENT OF AUSTRALIA

Lynas has claimed that their rare earth from Mt Weld is from lanthanide ore, which is naturally low in thorium.

On the other hand a research paper by the Australian Parliament claimed otherwise.

This information leaves the concerned citizens of Kuantan very worried of the situation that’s pending should AELB decide to issue license to operate. Thus I urge the authorities especially AELB to look into this matter into more detail. Also for the authorities to consult other experts to provide input on this matter.

Below is an extract from a research paper by the Parliament of Australia:

Under the Laws of Malaysia Act 304, Atomic Energy Licensing Act 1984

1)The levels of naturally occurring Thorium from the Lynas Mount Weld mine in Australia is not considered low, as claimed by Lynas. According to the Parliament of Australia research paper no. 11 2007-08, the main source of Thorium in Australia is the mineral monazite which is a reddish-brown rare-earth phosphate mineral and that contains 8–10 per cent Thorium. Based on Lynas Target capacity of 22,000 tons per year rare earth, the Thorium residue in Gebeng is a whopping 1760 tons to 2200 tons, and this will be the amount of radioactive waste/residue generated by Lynas in Gebeng.

2)The Organisation for Economic Cooperation and Development/Nuclear Energy Agency OECD/NEA and International Atomic Energy Agency (IAEA) has compiled estimates of Thorium resources on a country-by-country basis. And, Australia is World Ranking Number 1 in Thorium resources. There are technical issues yet to be resolved before a Thorium-based fuel cycle can become common. Australia government concluded in the research paper that, even if the technical issues can be resolved there are still residual environment concern in the mining, handling and storage of radioactive materials.

3)Therefore, 1760 tons to 2200 tons of Thorium generated by Lynas in Gebeng every year will become radioactive waste/residue to be dumped here in Kuantan by the Australian. And, Lynas claim that it will place funds with the Malaysian government to ensure safe management of radioactive waste/residue is illegal and against the laws of Malaysia under Act 304, Atomic Energy Licensing Act 1984

Dear Mr Curtis,

I write to express my concerns about reports that Lynas Corporation is pursuing project in Malaysia that will not be subject to appropriate environmental monitoring and regulation.

The rare earth project, known as LAMP (Lynas Advanced Materials Plant), has raised fears amongst local people in Malaysia. It has been claimed that through a technical flaw in the relevant section of Malaysian law, no Environmental Impact Assessment was required for the project despite the radioactive wastes and hazardous chemicals involved.

The proposed Kuantan site is near a deep water port and is also close to the state’s major fishing grounds and coastal resorts. The area is densely populated and there are many fishing villages in the vicinity. Fishery and coastal and marine tourism are major sources of livelihoods for the local people and many have participated in protests against the project.

I appreciate that rare earth metals have become increasingly important for high‐tech manufacturing, but, as the people of Malaysia are all too acutely aware, refining rare earth ore usually leaves thousands of tons of low‐level radioactive waste behind. The last rare earth refinery in Malaysia, operated by Mitsubishi Chemical, is now one of Asia’s largest radioactive waste cleanup sites.

However, the Malaysian government has demonstrated a noticeable level of enthusiasm for this project, even offering a 12‐year tax ‘holiday’, though I understand it is expected the refinery will generate $1.7 billion a year in exports starting late next year, equal to nearly one per cent of the entire Malaysian economy.

While rare earths are not radioactive themselves almost every rare earth ore deposit around the world contains thorium. One concern is; what will become of the radioactive by‐products produced at the plant? Building 12 acres of “interim” lined storage pools was one of the pledges your company made to secure permission to put the refinery in an area already environmentally damaged by the chemical plants that line the Balok River but the question of the long‐term storage of the Lynas plant’s radioactive thorium waste
remains unresolved.

The Australian Greens would greatly appreciate the opportunity to learn more about the safety measures being taken by Lynas to ensure this project represents no threat to the local environment or the local people and their livelihoods. An Australian politician has urged the Western Australian premier to stop Lynas Corporation from exporting radioactive material to Malaysia.

PETALING JAYA: An Australian politician has come out in support of Kuantan MP Fuziah Salleh against the rare earth plant project being undertaken in Pahang.

Robin Chapple, who is a member of the Western Australian Legislative Council, expressed grave concerns about the shipment of radioactive thorium from the Western Australian town of Kiwana to Malaysia for processsing.

He added that West Australians were very much aware of the consequences of such processing.

“I am deeply worried that Lynas plans to remove only the bare minimum of thorium from its rare earth product, apparently so as not to trigger special export licence requirements for hazardous material,” Chapple, a Greens Party member, said in his letter to Fuziah.

“The current intent is to ship the material in sealed bags, which is similar to how (Lynas) exports its lead in Magellan bags through Fremantle (Western Australia).”

(Magellan bags are radioactive material waste bags.)

Australian mining giant, Lynas Corporation Limited, will be operating the massive processing plant being constructed in Gebeng, Kuantan, to produce metals used in products such as Apple’s iPhone, Toyota’s Prius and Boeing’s smart bombs.

Toxic by-products

Lynas Corporation is operating an ore mining plant in Mount Weld, located 35km south of Laverton, Western Australia.

“I would think that the Kiwana community living along the transport route would have something to say about a radioactive substance being shipped through their area in this manner,” Chapple said.

He also shared similar fears with the residents in Kuantan who are objecting to the construction of the processing plant.

“I have been in touch with community groups in Malaysia who have no desire to see Western Australia’s toxic by-products dumped on their villages.

“The Member of Parliament for Kuantan has called for any thorium refined from the exported material to be returned to Australia.”

“Perhaps because of this, the Malaysian Atomic Energy Licensing Board has yet to receive a pre-operation licence application from Lynas Corporation.”

He also urged Lynas Corporation to process the thorium at its Mount Weld mining site instead of transferring it to Kuantan.

He also said his Greens Party would be meeting Lynas Corporation representatives to discuss the issue.

Responsible decision

Chapple added that the media in Western Australia and Malaysia are observing whether both governments are making “a responsible decision as to how this mine (Mount Weld) is operated and how its product will be exported”.

Chapple also gave an assurance that the Western Australian government, led by Prime Minister Colin Barnett, does not want to burden any parties by transporting or dumping radioactive waste elsewhere.

“The Barnett government surely does not want to be complicit in the transport of radioactive materials through Kiwana. Barnett has stated repeatedly that he does not wish to see uranium exported from Western Australian ports.”

“I would hope that he does not want to also be complicit in the dumping of radioactive waste in another country,” Chapple said.

He urged Barnett to “compel Lynas to ensure that no thorium leaves the Mount Weld mining site”.

The rare earth processing plant has received the green light from Deputy Prime Minister Muhyiddin Yassin. The Pahang government has also given the nod for the commencement of the project.

However, the project has been receiving a lot of flak from Fuziah, residents and NGOs. The residents of Gebeng have also protested against the plant at Parliament last month.

Doubts over thorium content

In another development, an Australian academic was skeptical of the low figures quoted by Lynas on the annual radiation exposure of its workers and said he had expected the figures to be much higher.

Dr Gavin Mudd, a senior lecturer for Environmental Engineering at Monash University, Melbourne, said the main point of concern posed by local experts was that all radiation exposure was cumulative and added up over a lifetime.

He also said raised doubts on the thorium content as claimed by Lynas.

“Claims that rare earth ore imported from Australia had a low thorium content were a way to downplay the significance of such issues” he said.

Lynas claimed that the thorium contained in its ore is 50 times lower than what was in the tin tailings used in the now closed Asian Rare Earth (ARE) plant in Bukit Merah, Ipoh.

“The main question is the natural concentration in the area used for ore processing and waste disposal. (The average thorium content in the Mt Weld ore) is almost certainly higher than background or natural soil concentrations,” said Mudd.

Greens MLC Robin Chapple today expressed grave concerns over the proposed shipment of material containing radioactive thorium through Kwinana for processing in Malaysia.


“I am deeply worried that the proposed Lynas Mount Weld operation plans to remove only the bare minimum of thorium from its rare earth product, apparently so as not to trigger special export license requirements for hazardous material,” Mr. Chapple said.


“The current intent is to ship the material in sealed bags which is similar to how Magellan bags its lead when exporting through Fremantle. Western Australians have seen what can occur when this method is used.”


“I would think that people living along the transport route and the Kwinana community would have something to say about a radioactive substance being shipped through their communities in this manner.”


Mr. Chapple has also condemned plans by Lynas to strip out and dump the radioactive material near fishing communities in the Malaysian state of Kuantan, citing widespread community and political opposition in that country to the refine-and-dump proposal.


“I have been in touch with community groups in Malaysia and that country’s press and there is no desire there to see Western Australia’s toxic by-products dumped on local villages. The Member of Parliament for Kuantan has called for any Thorium refined from the exported material to be returned to Australia.”

Don’t Turn Kuantan Into A Dead City

Fuziah explained the risks of having Lynas rare earth processing plant in Pahang Kuantan

April 12 — During the Information Session on Rare Earth Plant Issues held by MP Kuantan cum PKR Vice President Fuziah Salleh in Air Putih, Kuantan, a 60 years old resident, Chow Kok Chew broke into tears when sharing his past experience about the Asian Rare Earth (ARE) processing plant in Bukit Merah, Perak. Chow’s grief and fear for the rare earth troubles aroused sad emotion in Fuziah and the approximately 300 audiences, MP and many residents were sobbing together.


30 years ago, the ARE processing plant caused Chow took 10 family members to flee Bukit Merah for Kuantan. He had never thought that the rare earth processing plant will be operating soon in Kuantan – they are facing with the same fate and fear again.


"In the past, when I got off work every day, I was startled to see the yellow smoke emitted from the ARE processing plant in Bukit Merah," Chow said. He said at that time, his family was staying in Mengelembu, about a kilometre away from Bukit Merah. Soon after the plant in operation, cattle raised by the local were found dead after eating the grass nearby, and then more and more people were affected.


He hopes all the people in Kuantan will be united to voice out against the rare earth project. “I don’t want to move! I don’t have another 30 years, and I want to fight together with the residents in Kuantan. Don’t turn Kuantan into a dead city,” Chow said.


Fuziah responded to Chow in a tearful voice: "I feel your sadness, I have heard the voices of the people in Kuantan, and we do not want a recurrence of Bukit Merah."


Chow told the reporters those who have not experienced the Bukit Merah tragedy will not feel the immediate pain. Therefore, he hopes to stand together with the people in Kuantan to oppose the Lynas project, otherwise he will feel sorry for his family and descendant.


Chow further suggested Pakatan Rakyat leaders to stand up and speak for the people, not just letting Fuziah to fight alone.


Fuziah has 3 responsive plans – “the people to jointly protest”


According to Fuziah, she has three plans to deal with the rare earth project in Gebeng. She said, plan A is to continue educating the people, to explain the risks of having rare earth processing plant, and to collect public opinion.


"If plan A is ineffective, plan B needs the help of non-governmental organizations and media to jointly disseminate information about the issues, so to attract the attention of Greenpeace International, to further exert pressure on the government.


“If the above suggested plans are fruitless, plan C is to organize a sit-in protest at the plant,” she said.


At the same time, Fuziah disclosed Deputy Minister for Science, Technology and Innovation (MOSTI), Datuk Fadillah Yusof will meet the people in Kuantan after the Sarawak state election. The people are therefore encouraged to speak their mind to Deputy Minister of MOSTI.


Fuziah also calls for all the residents in Kuantan to stand united against the project of rare earth processing plant.


Do not benefit the People


"I would also challenge MB Pahang Datuk Adnan Yaakob to dissolve the state assembly, and to let the voters decide whether they would support BN again. To call upon the resignation of two MCA state assemblymen Datuk Pang Tsu Ming and Chang Hong Seong won’t help to resolve the issues," she said.


The vocal Lynas critic believes the insurance company is not willing to cover residents who are staying within 30 km from the plant.


"After the rare earth plant in operation, it will provide 30% of the world rare earth. The people will not benefit, because local has no direct involvement in the business," she said.


Fuziah further said, she will attend the briefing session on 20 April 2011 in Duta Village Beach Resort, Sungai Karang Kuantan.


On the other hand, PKR Pahang State Chief Datuk Fauzi Abdul Rahman said the rare earth processing is rather similar to the coconut processing, coconut milk is useful, but how to handle the residuals?


He said the government previously also stressed that the ARE processing plant in Bukit Merah was not harmful, but it turned out that many people were suffering from cancer.


In addition, after hearing a 12-year tax holiday is provided by the government to the Australian rare earth company, the crowd booed loudly to show dissatisfaction.


Malaysian Civil Liberties Movement (MCLM) President Haris Ibrahim, Federation of Chinese Associations Malaysia (Hua Zong) President Tan Sri Pheng Yin Huah and KL & Selangor Chinese Assembly Hall President Tan Yew Sing are among those urge the government to stop the Lynas project in Gebeng.

Lynas - let us print, photocopy, distribute and send the open letter of MP Kuantan cum PKR Vice President YB Fuziah Salleh to Pahang CM Adnan Yaakob, as a way of protesting that he is too simplistic in his thinking.
